RTI CELL CONSTITUTION

Overview

The Right to Information Act, 2005 (22 of 2005) has been enacted by the Parliament and has come into force from 15 June 2005. This Act provides for a right to information for citizens to secure access to information under the control of public authorities in order to promote transparency and accountability in the working of every public authority. All Universities and Colleges established by law made by Parliament or by State Legislature or by notification by the appropriate Government or owned, controlled or substantially financed directly or indirectly by funds provided by the Government shall come within the meaning of a Public Authority under this Act.

Therefore, in accordance with the RTI objectives, KMM College of Arts and Science, Thrikkakara has also constituted the RTI Cell to enable the students, citizens and stakeholders to have necessary access to the RTI related information and disclosures. The RTI Cell also helps to facilitate the process of accessing information held by public authorities, thereby promoting transparency and accountability in governance.

Need

Objectives

  • Promoting transparency: Ensuring that information regarding college policies, procedures, academic programs, and finances is readily available to students, faculty, and staff.
  • Facilitating access to information: Providing a mechanism for students, faculty, and staff to request information about college activities, decisions, and resources.
  • Enhancing accountability: Holding college authorities accountable for their decisions and actions by providing a means for stakeholders to seek clarification and information.
  • Empowering stakeholders: Empowering students, faculty, and staff to participate more effectively in college governance and decision-making processes by providing them with access to relevant information.
  • Improving decision-making: Fostering informed decision-making within the college community by ensuring that relevant information is available to those who need it.
  • Ensuring compliance: Ensuring that the college adheres to relevant laws, regulations, and policies regarding transparency and access to information.

Functions

The functions of an RTI cell in a college typically include:

  • Handling RTI Applications: Processing and responding to RTI applications submitted by students, faculty, staff, or any other stakeholders seeking information about the college.
  • Information Dissemination: Proactively disseminating information about college policies, procedures, academic programs, budgets, and other relevant matters to the college community.
  • Awareness and Education: Conducting awareness campaigns and educational programs to inform students, faculty, and staff about their rights under the RTI Act and how to exercise them.
  • Record Management: Managing and organizing records and documents to ensure they are easily accessible and retrievable in response to RTI requests.
  • Compliance Monitoring: Monitoring the college’s compliance with RTI regulations, ensuring timely responses to RTI applications and adherence to transparency requirements.
  • Training and Capacity Building: Providing training and capacity-building programs for staff involved in handling RTI requests to ensure efficient and effective processing.
  • Feedback Mechanism: Establishing a feedback mechanism to gather input from stakeholders regarding the RTI process and identifying areas for improvement.
  • Coordination: Coordinating with various departments and authorities within the college to gather information and ensure a timely and accurate response to RTI applications.
  • Reporting: Compiling periodic reports on RTI activities, including the number of applications received, processed, and responded to, as well as any challenges faced and measures taken to address them.
